PDL (Provisional Driving Licence)
Provisional Driving Licence
Just Tell Me
A PDL is Singapore’s learner driving licence, allowing practical driving or riding lessons while you train to obtain a qualified driving licence.
Also called: Provisional Driving Licence, e-PDL, ePDL
Explain Like I’m Five
A PDL is permission to learn through practical lessons, not proof that you have passed the practical driving test. Think of it as the licence for the training stage. Car-driving lessons must be taken with a licensed driving instructor.

How It Works
Learners pass the Basic Theory Test, then apply for a PDL, subject to the applicable requirements. The PDL is issued digitally, and instructors can check its validity online. It must remain valid for the practical lessons it permits.
Where You’ll Run Into It
When arranging practical lessons with a Singapore driving school or private instructor. “Have you got your PDL?” is a check on your learner-licence status.
The online application uses Singpass, and SPF lists PayNow among its payment methods. A learner may also hear about COE when discussing the cost of a car; that entitlement concerns the vehicle rather than permission to take lessons.
Example
“I’ve passed my theory test. Next, I need to apply for my PDL.”
The learner understands that passing the theory test and obtaining the learner licence are separate steps.
The Part People Get Wrong
A PDL does not let you take a car out on your own. Having a friend who can drive is also not a substitute for a licensed instructor.
